International Workshop on Organic Agriculture 3.0 in India

Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP) in collaboration with the Asian Productivity Organization (APO) and Rajiv Gandhi National Institute of Youth Development (RGNIYD) are organizing an International Workshop on Organic Agriculture 3.0 on 3-7th December, in Chennai, India. The Objectives of the workshop are: To familiarize participants with the goals of Organic 3.0 to enable widespread adoption of truly sustainable farming systems and markets based on organic principles and imbued with a culture of innovation, progressive improvement toward best practices, transparent integrity, inclusive collaboration, holistic systems, and true-value pricing; and To develop action plans for participants to promoteorganic agriculture in their countries. Nominations are expected from CIRDAP-APO member countries. The expected participants are senior government officers, researchers, and academics dealing with the theme of the programme. Official nominations should be sent through CIRDAP contact ministry to the National Productivity Organisation (NPO) of the respective countries. Please keep training@cirdap.org as cc to send a copy to CIRDAP while sending nominations to NPOs. The deadline for nomination from contact ministry to NPO is 25 September 2018. Indian Technical and Economic Cooperation (ITEC) Fellowship Programme 2018-19

The Indian Technical and Economic Cooperation (ITEC) Programme was instituted in 1964 for developing Human Recourse for the Government of India. Later on, its activities have also been associated with several regional and multilateral organizations and cooperation groupings like ASEAN, BIMSTEC, AARDO, MGC, etc. In connection with this, from 2013 CIRDAP also being affiliated with Government of India in ITEC Programme. The Indian Government have sponsored twenty (20) slots of this fellowship under CIRDAP Secretariat. The 39th Founding Anniversary of CIRDAP Celebrated

CIRDAP has celebrated its 39th Founding Anniversary on 18-19th July 2018 at the CIRDAP International Conference Centre (CICC), Dhaka with a theme of “Embracing the excellence in Rural Development”. In marking the occasion, a two-day long programme including four technical sessions themed (i) Rising Bangladesh (ii) Digital Bangladesh: ICT in Rural Development (iii) Food Waste to Wealth and ((iv) Sustainable/Smart Rural Village Model has been organised. H.E. Mr. Md. Mashiur Rahman Ranga, M.P. State Minister for Local Government, Rural Development and Cooperatives of the Government of the Peoples of the Government of Bangladesh has attended the Inaugural ceremony as the Chief guest. Mr. S.M. Ghulam Farooque, Secretary, Rural Development and Co-operatives Division , Ministry of LGRD&C and Dr. Durga Prasad Paudyal, former Director General of CIRDAP were present as the special Guests. A keynote address on ‘Transformation of The Rural Sector In Bangladesh’ was presented by Former Governor of Bangladesh Bank and IRD Expert of CIRDAP Professor Dr. Salehuddin Ahmed. In his remarks, the chief guest H.E. Md. Mashiur Rahman Ranga reiterated the commitment of the Government of Bangladesh hoping that CIRDAP will continue serving the people the Asia Pacific Regional Countries as a Centre of Excellence in Rural Development. He mentioned that, ‘there is no denying the fact that all CIRDAP Member Countries (CMCs) should work together for ushering in an all-pervading change in our respective countries. Let us identify some of the future areas of international cooperation that will pave the way for such change. CIRDAP member countries can mutually and reciprocally benefit themselves in a number of ways, such as: addressing the impact of globalization on rural development, reducing rural poverty in the CMCs; Financial inclusion in poverty reduction; Harnessing the potentials of local Government in the CMCs; Encouraging innovations and creativity in Rural Development; and Undertaking comparative studies on the best practices in social safety nets in the CMC and etc’. Before that the inaugural ceremony started with the welcome remarks by Mr. Tevita G. Boseiwaqa Taginavulau, the Director General of CIRDAP. He mentioned that, ‘CIRDAP is currently developing the notion of taking a “Wisdom driven rural development approach” incorporating the ethical elements in our development approach”. In his keynote address, Dr. Salehuddin Ahmed said, ‘Integrated Rural Development (IRD) concept was introduced in various other countries with the initiative of the UN-FAO and to promote this approach CIRDAP was set up in 1979 as a follow-up to the World Conference on Agrarian Reform and Rural Development (WCARRD) held in Rome in 1979.’ Highlighting the transformation of Rural Development in Bangladesh, he stressed that, ‘the strategies for agriculture and rural transformation should consist of increasing agricultural productivity and product diversification and encouraging private initiatives for value addition in line with climate change adaptation approaches. The government should devote more resources for agricultural research and extension’. Mr. S.M. Ghulam Farooque, Secretary, Rural Development and Co-operatives Division , Ministry of LGRD&C, highlighted the different programmes of CIRDAP mentioning that, ‘CIRDAP has been implementing 21 programmes for Bangladesh this year which includes research programmes, Pilot projects, In-country and international training and exposure visits. These well-articulated programmes will benefit the Bangladesh Govt. Officials and more importantly, students, the future of Bangladesh. We are grateful to CIRDAP for arranging such exposure visits for the youth of the country by which they can experience the development intervention practically.’ The inaugural programme was attended by high level Diplomats from CIRDAP Member Countries, Government Officials of Bangladesh, Development Workers, Scholars from different organisations and institutions. Following the inaugural ceremony, two technical sessions were held. The first Technical Session titled ‘Rising Bangladesh’ was moderated by Dr. Salehuddin Ahmed, IRD Expert of CIRDAP and former Governor of Bangladesh Bank while the keynote paper on ‘Social and Economic Transition of Rural Bangladesh’ was presented by the Professor Dr. Mustafizur Rahman, Distinguished Fellow of CPD and Former Professor of University of Dhaka. Dr. Shaikh M. Moniruzzaman, DG, Bangabandhu Academy for Poverty Alleviation and Rural Development (BAPARD), Professor Dr. Md. Abu Eusuf, Former Chairman, Department of Development studies, University of Dhaka, Professor Dr. M. Shafiq-Ur Rahman; Department of Urban & Regional Planning, Jahangirnagar University, Dhaka, Ms. Farida Yeasmin, Deputy Secretary, Ministry of Finance, Government of the Peoples Republic of Bangladesh were present as the panellists of the session. The second session titled ‘Digital Bangladesh: ICT in Rural Development’ was moderated by Dr. Md. Abdur Rouf, Additional Secretary, Ministry of Agriculture, Government of the Peoples’ Republic of Bangladesh while the Keynote paper on ‘ICT in Rural Development in Bangladesh’ was presented by Mr. Mustafizur Rahman, Project Director, A2I Program of Prime Minister’s Office, Government of the Peoples Republic of Bangladesh. Dr. Mustafa K Mujeri, Executive Director, Institute for Inclusive Finance and Development (InM), and Mr. Shoeb Ahmed, Bangladesh Association of Software and Information Services (BASIS), Kbd. Mir Nurul Alam, Director, Planning, Project implementation and ICT Wing, Department of Agricultural Extension, and Mr. Shahid Uddin Akber, Managing Director, Bangladesh Institute of ICT in Development (BIID) were present as the panellists of the session. Two technical sessions themed Food Waste to wealth and Smart Rural Village Model was held on the Second day. In the third session cantered on the theme of Food Waste, Md. Saleh Ahmed, Post -Harvest Food Waste Management Expert, shared how food waste can be turned into Wealth. The session was moderated by Dr. M.A. Matin, Director General, Rural Development Academy (RDA), Bogra, Bangladesh. Mr. A.H. Maqsood Sinha, Co-Founder & Executive Director, Waste Concern, Dr. Nur Mohammad Khondoker, Asst. Country Representative of FAO Bangladesh, Commodore Mohammad Abdur Razzak, NUP, ndc, psc, Mphil, Chief Waste Management Specialist, Dhaka North City Corporation, and Dr. Md Nazim Uddin, Senior Scientific Officer, HRC, Bangladesh Agriculture Research Institute were present as the panellists of the session. The 33rd TC Meeting of CIRDAP held in Fiji

Group Photograph of the TC-33 Delegates and Observers The thirty-third Meeting of the CIRDAP Technical Committee (TC-33) was held on 18th and 19th April 2018 at the Tanoa International Hotel, Nadi, Fiji Islands. The Technical Committee is CIRDAP’s policy body that provides professional inputs and assists in the implementation of the Centre’s programmes and projects in the member countries. The meeting was attended by delegates from its 14 Member Countries including Afghanistan, Bangladesh, Fiji, India, Indonesia, Iran, Malaysia, Myanmar, Nepal, Pakistan, Philippines, Sri Lanka, Thailand and Vietnam, and including Observers from the Pacific Islands Development Forum (PIDF), the United Nations International Fund for Agricultural Development (IFAD), the Rajiv Ghandhi National Institute for Youth Development (RGNIYD) and the Rural Development Academy (RDA), Bangladesh The Integrated Rural Development expert for CIRDAP, Dr. Salehuddin Ahmed; Dr Hyung Gun Kim from the Korean Legal Research Institute (KLRI), and Dr. Nur Ahmed Khondakar from FAO were also in attendance. The Ministry of Rural and Maritime Development, Disaster Management, and Meteorological Services, Fiji’s link Ministry to CIRDAP, hosted the meeting on behalf of the Government of Fiji. Hon. Joeli Cawaki, the Assistant Minister for Rural and Maritime Development, Disaster Management, and Meteorological Services, inaugurated the Meeting as chief guest. Speaking at the inauguration of the meeting, Assistant Minister Cawaki emphasized on the change from the ‘business as usual’ way of doing things to an innovative approach to rural development. Delegates to the meeting were acknowledged with a traditional welcome ceremony which was conducted by the staff of the Office of the Divisional Commissioner Western, Fiji Island. Later the Business Session, began with outgoing TC-32 Chairperson, Dr Mizanur Rahiman, Director General of the Bangladesh Academy for Rural Development (BARD), of the Government of the Peoples’ Republic of Bangladesh. Fiji Delegate Mr. Meleti Bainimarama, Permanent Secretary, Ministry for Rural and Maritime Development, National Disaster Management and Meteorological Services, Fiji Islands, was elected as the Chairperson of CIRDAP Technical Committee. In acknowledging the leadership and services of the outgoing TC-32 Chairperson, the TC-33 Chairperson presented a miniature Fijian Tanoa, representing the Talanoa Dialogue concept. The committee then discussed the meeting agenda on various programmatic issues. The meeting concluded with a field trip to Suva, Fiji. Rural Development Symposium 2018 Held

Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP) and Ministry of Rural & Maritime Development and National Disaster Management, Government of the Republic of Fiji has organised the Rural Development Symposium 2018 in Nadi, Fiji, from 16th to 17th April, 2018. The symposium was opened by the Ambassador of the People’s Republic of China to Fiji, Qian Bo. Over 100 participants and experts from key government agencies and stakeholders attended the meeting to take part in the symposium to provide their valuable input in the development of Rural Development policy. Representative from other thirteen CIRDAP member countries Afghanistan, Bangladesh, India, Indonesia, Iran, Malaysia, Myanmar, Nepal, Pakistan, Philippines, Sri Lanka, Thailand and Vietnam participated in the meeting. Permanent Secretary for the Ministry of Rural and Maritime Development, National Disaster Management of Government of the Republic of the Fiji, Mr. Meleti Bainimarama said that the objective of the symposium is to brainstorm, get ideas and views from stakeholders on how they could better serve the rural population. The symposium was comprised of 5 sessions focused on the flowing thematic areas: Transforming the Rural Economy; Connectivity in ICT; Financial Inclusion and Economic Empowerment, Governance in Rural Development; and Rural Development and Emerging Issues. Training on Geospatial Information Management in Rural Development

The Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP) and the National Institute of Rural Development and Panchayati Raj (NIRD&PR) have successfully conducted the international training programme on ‘Geospatial Information Management in Rural Development’ from 13-22 November 2017 at Hyderabad, India. This training was organized to exchange ideas and experiences in formulating and implementing the GIM technologies in Rural development, to identify the potential areas where the GIMS applications can play a key role in CIRDAP member countries from India’s experiences and to strengthen capacity building efforts of member countries through training to accelerate application GIM in the region to achieve SDGs. The programme was attended by seventeen participants from CIRDAP member countries (Afghanistan, Bangladesh, Fiji, Iran, Lao PDR, Myanmar, Sri Lanka, Thailand and Bhutan). Resource persons were from many renowned institutions of India as well as from NIRD&PR. The regular sessions of the training programme was held through the presentation, discussion and some hands on experience. As part of the training programme, participants visited many relevant fields in Hyderabad, Bangalore and Mysore for gaining relevant knowledge and experience.

Exposure Visit-cum-Training Programme in India

The Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP) in collaboration with the Rajiv Gandhi National Institute of Youth Development (RGNIYD) organized a five day-long Exposure Visit-cum-Training Programme in India for Bangladeshi Student Delegation during 02-06 January 2018. The delegation was comprised of a total of 20 students from top leading public and private universities of Bangladesh. The objectives of the programme were to create an international perspective among the youth against the backdrop of the national youth policy objectives, inter-alia; involve them in promoting peace and development understanding in the society; and promote exchanging of ideas, values and culture as well as to develop international understanding among the youth of Bangladesh and India. The programme started with an inauguration programme, where Prof. Madan Mohan Goel, Director of RGNIYD graced the occasion as Chief Guest. Prof. Dr. Vasanthi Rajendran, Head, Centre for National and International Collaboration, RGNIYD welcomed the guests and described the programme brief. CIRDAP’s Coordinator of the Programme, Mr. Mohammad Abu Saleh Siddique handed over the CIRDAP Crest and a set of recent CIRDAP publications to Mr. Goel on behalf of the Director General of CIRDAP. In his speech, Mr. Siddique expressing gratitude and thanks to the RGNIYD authority for their support and cooperation, hoped and expected that these kinds of support and cooperation of RGNIYD will be continued in the days to come. Welcoming the Bangladeshi Student Delegation and CIRDAP Representative to India, Mr. Goel mentioned that the peace in every head and heart (consumer, producer, distributor and trader) is necessary and sufficient to say no to stress, tensions and fear. He said that for employability of youth, we need to increase return on training investment (ROTI) with communication skills, time management and spiritual input along with abilities of head and heart, skills and knowledge. “Let the youth be motivated to think ‘out of the box’ solutions of their problems in present times of competition which is unhealthy also” added by Professor Goel. On the first day of the programme, presentations were made on RGNIYD, National Youth Policy 2014 and India Youth Development Index 2017 by Prof. Dr. Vasanthi Rajendran; on Life Skills by Dr. Kumaravel, Assistant Professor, RGNIYD, and on ‘CIRDAP – A Centre of Excellence’ by Mr. Saleh Siddique. Later, exposure visits were started with the orientation on Community Radio and Central Library of RGNIYD. During the stay in RGNIYD, Chennai, Tamil Nadu, the student delegation visited to the Rajiv Gandhi Memorial; Kuthambakkam Village Panchayat (a model village which is renowned for the role of youth participation in village development and panchayat system, Trust for Village Self Governance as well as Self-sufficiency practice); Government College of Architecture and Sculpture at Mamallapuram; Cultural and Heritage Centres at Mahabalipuram including Krishna’s Butter Ball, Sea Shore Temple and Mahabalipuram Beach; Electronic and Multimedia Research Centre under Anna University  (wherein the students had the opportunity to know about the Production of Multi-media Learning Material, E-Learning Content and Community, and Campus Radio Activities); M. S. Swaminathan Research Foundation (i.e. Centre for Research on Sustainable Agricultural and Rural Development); Marina Sea Beach; Tidel Park – One of the largest IT parks in Asia; Bharatiya Yuva Shakti Trust – A Mentoring Young Entrepreneurs); and Dakshina Chitra – A Living-History Museum in Tamil Nadu.
